Barnsley Development Brief Training

Summary
This training was requested on behalf of Barnsley MBC as they felt that it was a priority for Barnsley. Planners and Strategic Housing officers need to be more involved in the disposal of sites in order to get better value and achieve better design outputs rather than leaving them to Registered Social Landlords, developers or other partners.
The aim of the training was:
- To look at ways of improving existing development briefs, including using 'live' examples
- To raise an awareness of CABE guidance on development briefs, (but note that development briefs will include non-design planning issues too)
- To analyse of the different uses for development briefs – for example as supplementary planning documents stipulating the uses allowed on a site and as the delivery mechanism for site disposals, (the latter can be stricter in nature)
- To brief on what is the cutting edge of highway design under Manual for Streets and how the quality of streetscape contributes to character of space
- To gain an understanding of design and risk, i.e. does pushing for higher quality deter potential developers or reduce the likelihood of meeting housing numbers?
- To look at officer's personal negotiation skills regarding meetings and tactics towards developers - how far can we go? Need to ensure that the question being asked is ‘'Is it good enough to approve?' rather than 'is it bad enough to refuse?'
- Understand the process of Development Control and the statutory function of Local Planning Authorities; and
- Have excellent presentation and communication skills
