Gwilym is a development planner providing advice on masterplanning and development projects to a range of public and private sector clients.
Gwilym's training is in town planning and property development project management and following 18 years in the public and private sector working for local authorities and Ove Arup & Partners he set up his own consultancy – Longboard Consulting – in 2001.
His work covers planning policy and procedural advice on development projects from application strategy to the negotiation of legal agreements as well application management for large-scale mixed use development schemes; policy review work and advice on Local Development Documents; and support in the preparation of regeneration frameworks and funding bids. Recent projects include a £180m mixed use development for English Cities Fund to regenerate a rundown market and housing site in London, and new offices and staff facilities for Eli Lilly as part of a £100m investment at their UK research and development centre in Surrey. On both projects Gwilym acted as planning consultant responsible for the coordination of the application documents and submission, liaison with the design team and with the local authority and other public sector agencies, and advice on s.106 negotiations.
Gwilym also advises local authorities on complex development proposals and planning applications, providing specialist planning and project management advice and support to the in-house team. Projects include planning and design advice on a new Academy School, a town centre regeneration project and on a number of strategic development sites in south London. He has also prepared supporting documents for funding bids, securing £4m for a project to deliver improved walking and cycling routes.
Gwilym is an Enabler on CABE's national panel and the South West Design Service panel, and is an accredited Building for Life Assessor. His work in South Yorkshire includes as an Enabler on South Yorkshire Housing Association's scheme at Canklow in Rotherham, working with Doncaster on setting up their Developer Panel, assisting Rotherham on the appointment of consultants to prepare Area Development Frameworks for their Housing Market Renewal areas, and running a Building for Life training day for a regional house builder.
