Eira is very experienced in corporate management; championing sustainability; regional policy; urban, rural and coastal strategy; spatial planning; masterplanning and delivering major regeneration projects, including housing area upgrades; major planning casework; urban design: heritage conservation; and 'green' issues.
Eira has undertaken a wide array of commissions in England and Wales, including work as a TSY Enabler, since 2006. She is also:
- a SOLACE Associate
- on the London Development Agency's Specialist Consultancy Panel (advising on 'physical, social and environmental infrastructure')
- on the North West Design Review Panel
- a CABE Space Enabler
Previously, Eira was:
- Executive Director of Regeneration and Neighbourhood Services (2002-2005) (Halton BC). Staff of c.1200, and £30m/annum of services. Responsible for a £300M Capital Programme. Led the Council's work on masterplanning major schemes (eg. Castlefields Estate, Widnes Waterfront Economic Development Zone and Widnes / Runcorn Town Centres Regeneration), economic and tourism development, and frontline services (eg. waste recycling/collection/disposal, street cleansing, and parks and open spaces). Many 'awards' won
- (Acting) Director, Transport Government Office for the North West (GONW): managing a £102m/annum regional budget, local transport allocations, representing the Region in Whitehall, dealing with regional transport proposals / authorisations
- Director of Planning, Environment and Regional Policy Co-ordination (1996-2002) GONW. Responsible for RPG13, CPOs, 'major' planning casework, Ministerial briefing (to DPM level), regional statistics, and regional energy efficiency initiatives. Input into European Programmes, and other regional strategies. GONW's 'Strategic Director for Lancashire'. Set up / chaired the 'North West Coastal Forum' and 'Rural Forum North West'
- Head of Conservation Policy and Advice & Chief Planner (1991-1996): Countryside Council for Wales: policy-formulation and research commissioning on land-uses and protected landscapes, renewable energy and transport issues; marine and coastal policy; major planning casework; key initiatives (eg. setting up Wales' first agri-environment scheme, the Wales Register of Historic Landscapes, and 'Greening the Valleys')
- (Acting) Chief Planner, and Deputy Chief Planning Officer (Arfon BC): general planning work, land reclamation, urban conservation, village enhancements, and major planning / highways inquiries
- Principal Officer (Environment/Development) (Newport BC - Housing Dept): enveloping schemes, older housing area upgrades, design guides
- Senior Planner (Manchester City Council): city centre urban design, inner city improvements; and, initiated a City-wide Landscape Plan
